The USA were not more powerful than the Soviets in terms of military. They were both strong enough to erase each other. It is not possible to be stronger than that.Attacking the Soviets would have been instant suicide and everyone knew that, including the Soviets themselves.The Soviet Union went down for primarily economic reasons.
