The housing bubble was caused by speculators. ARM loans are just a convenient scapegoat, because they were naturally the first to default after the bubble burst and speculators stopped buying. The fundamental problem with the housing market is still the same. Wages have not increased in a decade and the average price of a home is at least 5x the median salary and much worse in some places..
